The Post Release Accompaniment Project (PRAP) is a collaboration among Centro Legal de la Raza (Centro Legal), Interfaith Movement for Human Integrity (IM4H) (formerly Clergy and Laity United for Economic Justice California, CLUE-CA), and Community Initiatives for Visiting Immigrants in Confinement (CIVIC) to help ensure the safe release of asylum seekers currently detained at the West Contra Costa Detention Facility (WCDF). 

 

PRAP addresses the critical problem of individuals in immigration detention lacking access to basic rights and safety.  All three of the member organizations of PRAP are committed to fighting for the humane and just treatment of immigrants held in detention.  Providing the safe release of immigrants in detention, in particular asylum seekers, is a top priority of PRAP’s member organizations.  Safe release programs around the country are being created to meet this need, as there are devastating repercussions when individuals are released from detention without a support network.  Prior to PRAP, the Bay Area did not have such a program and given the increased number of individuals requiring urgent post release assistance, this project is responding to an immediate need in our community.  Centro Legal, CIVIC, and IM4H are committed to working towards creating a more humane system for individuals who are detained by immigration authorities whether they have recently arrived to seek asylum or already have strong family and community ties.    

BACKGROUND

The government is more likely to release individuals from detention if they have an attorney and can provide a stable address for where they will live. Moreover, we know individuals are more likely to have their case adjudicated fairly, if offered safe and appropriate guidance in understanding the detention system as well as the terms of their release. PRAP helps hundreds of newly arrived asylum seekers reunite with their families in the United States by connecting them to community volunteers who pick them up from the detention facility upon release, feed them, clothe them, coordinate a transportation plan with their family in other parts of the country, and escort them through airport security.
